About the State
Arunachal Pradesh is the largest among the eight states located in the North East part of India, with an area of 83,743 square Kilometers. Arunachal Pradesh shares its borders with the neighboring countries of Bhutan in the west, China (Tibet) in the north and northeast, Myanmar in the east and southeast, and the Indian states of Assam and Nagaland in the south.
Arunachal Pradesh is strategically located between India and South-Asian Countries and can act as a gateway to South-Asian Countries. Arunachal Pradesh, meaning ‘Land of the Dawn-Lit Mountains’ constitutes a mountainous area in the extreme northeastern part of the country with the Himalayan ranges running north to south and is divided into five river valleys — the Kameng, the Subansiri, the Siang, the Lohit, and the Tirap. Rich species of flora and fauna in addition to a wide range of agro-climatic conditions make the state a prominent hotspot of biodiversity in the country.

About APIIP
Investment Promotion Agency (IPA)
APIIP is the Investment Promotion Agency (IPA) of the Government of Arunachal Pradesh, established to facilitate investments, promote entrepreneurship, and strengthen the innovation ecosystem within the State. Established in August 2021 under the Arunachal Pradesh Startup Policy, APIIP serves as the State’s first marquee incubator and a dedicated platform for investment facilitation, startup support, and ecosystem development.
APIIP actively works towards attracting domestic and external investments into Arunachal Pradesh by engaging with investors, startups, industry stakeholders, and strategic partners. The organisation closely collaborates with national agencies such as Invest India and the Ministry of Development of North East Region (MDoNER) to identify, promote, and facilitate investment opportunities across various sectors in the State. Through investor outreach, policy facilitation, business matchmaking, and ecosystem-building initiatives, APIIP aims to position Arunachal Pradesh as an emerging investment destination in Northeast India.

The Opportunity
India's largest northeastern state offers resource-led and capability-driven opportunities for investors.
More than 80% of crop production is broadly organic, with about 103,723 MT of surplus across seven crops, water resources above 3,500 million cubic metres, and proposed agri-horti and cold-chain networks.
The investment brochure identifies 188 investible projects with more than 58,160 MW across eight major river basins—around 40% of India's hydropower potential. Existing oil fields and coal reserves add a hydrocarbon base.
Eri silk makes up nearly 93% of state silk output, while eight GI-tagged handloom products and established cane, bamboo and craft traditions support premium value chains.
India's largest northeastern state spans 83,743 sq km and is strategically positioned as a gateway to South Asia. Four airports (Itanagar, Pasighat, Tezu and Ziro), 25 operational helipads and about 40,000 km of roads serve the State, with three railway stations, the Murkongselek–Pasighat line under construction and further lines surveyed.
Fourteen major circuits span nine tourism segments, opening opportunities in accommodation, destination experiences, hospitality services and leisure transport. About 80% of the State is under forest, and it is one of India's 12 biodiversity hotspots.
An online Single Window System covers registration through subsidy disbursal, with remote approvals and a dedicated Udyam Mitra in every district.
Eligible units under the 2025 policy can receive 50% capital investment support, subject to ₹15 lakh or ₹30 lakh ceilings, alongside interest, power, tax and transport incentives.
The brochure lists industrial power tariffs of ₹3.35–₹4.30 per unit; confirm current applicable rates. The Industrial Policy describes government industrial land leases of 33 years, renewable for a further 33; a 50+49-year term is proposed, not an assured entitlement. Eighteen industrial sites list 175.73 ha in total, not confirmed vacancy. Check current land availability and lease terms with the Investment Division.
About 60% of the population is aged 15–59, and this young workforce, fluent in English and Hindi, supports education, training and IT-enabled services, while SEE Trinity targets 25,000+ jobs and self-employment opportunities over five years.
The brochure maps 106 startups across 14 categories, while 46% of incubated startups are women-led; agriculture, handicrafts and tourism are the largest categories.
